A normal system restart doesn't work, presumably because these ghost apps are interfering (sometimes I get the message that they cancelled restart, sometimes not), and so I have to hold down the start button for the requisite 10 seconds or so. This is a brand new mac with a recently clean install of OSX 10.15.2, with my data restored from a time machine backup from a previous mac. There seems to be no consistent pattern or way to replicate this. Yesterday it was Tweetdeck, today it was App Store (but Tweetdeck is working okay).
